Grand Street
Soho/Little Italy

[Grand Street] Grand Street runs east to west, parallel to Houston Street, through Soho and Little Italy. Once it was riddled with tenement buildings like this one on the corner of Grand Street and Mulberry. Now Grand Street is fairly prosperous, situated near Soho and the trendy Lower East Side, and the old tenement buildings are high-priced real estate.

I don't have conclusive proof that Dylan wrote about Grand Street, Manhattan in "Stuck Inside a Mobile With The Memphis Blues Again", but it sure sounds like Manhattan to me:
Now the bricks lay on Grand Street
Where the neon madmen climb.
They all fall there so perfectly,
It all seems so well timed.
An' here I sit so patiently
Waiting to find out what price
You have to pay to get out of
Going through all these things twice.
